Those console commands are just a explanation (And a bit of a short cut) on how achievements work in this game. So all you need is the DLC (Preferable bought via LIVE if possible, unfortunately it's LIVE only and that service isn't available in all countries.) and the relevant patch and you can unlock achievements as usual while playing. What I meant Kenji was that the DLC stuff is in the game executable or "code" after you've applied the most recent update for it (1.1 added Anchorage stuff and 1.4 adds Pitt achievements.)
